PROGRAM RESPONSIVENESS
Whitten Civil Engineering, Inc. has primarily performed services in the private sector, however, several projects required infrastructure such as roads, water mains, sanitary sewer mains and storm sewer collection mains to be constructed. Plans for these improvements have been prepared according to the standards and requirements of the City of Texarkana, Texas, and Texarkana Water Utilities.
Whitten Civil Engineering, Inc. prepared plans for a sanitary sewer main associated with McAlister's Deli and the Courtyard by Marriott on North Cowhorn Creek Loop. Contractual obligations required that McAlister's Deli, the entity at the upstream reaches of the new main, be served first, however, the Courtyard by Marriott, the downstream entity, had not yet completed the site plan to locate the building on the property. After review of the site constraints and coordination with both entities and Texarkana Water Utilities, the final design of the main had it situated on the downstream property in a manner that allowed for the greatest options in building placement, the depth of the main was minimized in order to reduce construction cost and the access structures were located to reduce conflict with improvements on future sites. The project was completed on schedule with contractual obligations met as required.
This example is representative of efforts made by Whitten Civil Engineering, Inc. to provide solutions to the challenges that clients face on various projects and to provide solutions that are advantageous to the clients needs.
CLIENT RELATIONSHIPS
Due to the direct involvement of the principal, Whitten Civil Engineering, Inc. furnishes its clients with a service-oriented product, stressing timeliness and responsiveness, through direct contact between the principal and the client. In this case, the city will have direct contact, on a day-to day basis, if desired, with the principal of the company. Depending on the size and scope of a particular project, the city may wish to have regular coordination meetings to discuss the status of the project to ensure that objectives and schedules are being met. Whitten Civil Engineering, Inc. could provide to the city a Weekly Project Status Report outlining the work done during the course of the week, provide a history or reasoning regarding specific design decisions and to indicate whether schedules are being met or are projected to be met.
Project Management is oversight of a project to the degree requested by the client or the owner, which may include coordination with the client to determine their goals or desired project results, evaluation of current resources available and if necessary obtaining additional resources, utilizing resources to achieve the desired outcome and follow-up with the owner to ensure that the desired outcome was produced or that their goals were met. Whitten Civil Engineering, Inc. can provide Project Management services as requested by the City of Texarkana, Texas, or Texarkana Water Utilities. We would meet with the city to determine their goals or desired elements for a specific project. Plans would be prepared for these items with regular coordination with the city to inform of project status, inform the city of complications or successes or to make requests for additional information. We are available for Construction Observation to provide regular, non-continuous observation of construction activities to ensure that improvements are constructed according to the plans prepared and according to city standards. The goal is to provide engineering and management services that keep the city informed on of project status while handling the day-to-day details so that the city is not required to.
